Who should I report a fake website to first?
If it runs on a hosted platform like Shopify, report it there first: the platform can close the store directly. Otherwise, report to the hosting provider and the registrar at the same time.
What does it mean if a site is behind Cloudflare?
Cloudflare proxies traffic, so the IP address you see belongs to Cloudflare, not the real host. Cloudflare's abuse form forwards your report to the actual host and can disclose who that is.
What should an abuse report include?

How long do hosts take to respond?
Large hosts and registrars usually respond within a few business days. Some offshore providers ignore reports entirely, which is why platform, payment, and search engine reports matter too.
